. Question for dragon ball z: budokai 3. how do you unlock cell.jr & saibamen and do you have to be a certain level. For cell jr. fight lv 66 fat buu over and over with a level 20-40. once piccolo breaks in defeat him. for saibamen fight level 32 videl with a level 9-20 till nappa breaks in. apparently you don't need to do buu or videl but it worked for me..
